The 2023 census recorded 19,338 residents, 51.4% Asian and 44.0% European, with 48.1% holding a bachelor’s degree or higher. This is an educated, informed tenant base that reads its rights and expects a property to meet them.

Epsom’s farmland converted to suburban housing through the 1920s, and much of the rental stock still dates from that era — substantial character homes, often large, often subdivided into flats at some point in the intervening century.

That subdivision history is the thing to watch. Where a large house has been split into two or three tenancies, each one is separately subject to the standards in full: each needs its own compliant fixed heater in its main living room, its own extraction, and its own documentation.
